The State Service of Special Communications and Information Protection of Ukraine has prohibited the use of russian software 1C/BAS

On January 9, 2026, the State Service of Special Communications and Information Protection of Ukraine (SSSCIP) published an open register of software and communication (network) equipment prohibited for official use. The list includes 27 russian-origin software products, including 1C, BAS, and UA-Budget.

The list of software and communication (network) equipment prohibited for use includes the following products:

The specified products are prohibited for use by government bodies, local self-government authorities, military formations, state enterprises, and critical infrastructure operators. The Service emphasizes that the list will be regularly updated and expanded.

The creation of the list of software and communication (network) equipment prohibited for use by the SSSCIP is mandated by the Resolution of the Cabinet of Ministers of Ukraine dated 22 October 2025, No. 1335, and represents a systemic measure aimed at enhancing the protection of state information resources and critical infrastructure facilities against contemporary cybersecurity threats.

“Ceasing the use of software and communication equipment that may harbor hidden vulnerabilities or be exploited for espionage and sabotage is paramount to ensuring the nation’s resilience amid the russian federation’s full-scale aggression,” the SSSCIP explained.
