The Cabinet of Ministers of Ukraine allocates funding to establish backup IT infrastructure for several government institutions

October 2026

The Ukrainian government has allocated UAH 95.092 million to ensure the readiness of backup infrastructure for the information systems of several government institutions. The decision was formalised in Order No. 920-r of the Cabinet of Ministers of Ukraine, dated 15 September 2026, “On the Allocation of Funds from the State Budget Reserve Fund”. The priority measures include the procurement of equipment, software licences and cloud resources, data backup, virtual server migration, the creation of a backup environment in Microsoft Azure and testing of information system recovery.

The funds have been allocated to several government institutions, including the Ministry of Energy of Ukraine, the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Health of Ukraine, the Ministry for Communities and Territories Development of Ukraine, the Ministry of Social Policy, Family and Unity of Ukraine, the Ministry of Finance of Ukraine, the Economic Security Bureau of Ukraine and the Economic and Financial Department of the Secretariat of the Cabinet of Ministers of Ukraine.

The government institutions receiving allocations from the state budget reserve fund are required to submit reports on how the money was used by 29 December 2026.

Amid ongoing cyber threats and attacks on Ukraine’s IT infrastructure, ensuring the uninterrupted operation of information systems and protecting critical data have become priorities for both government institutions and businesses. One way to minimize these risks is to migrate IT infrastructure to the Microsoft Azure cloud.

Microsoft Azure data centers are located in more than 80 regions worldwide, including EU countries, and meet EU data privacy requirements and the international ISO/IEC 27018 standard.

Migrating IT infrastructure to Microsoft Azure enables businesses to store data in European data centres and eliminate the risk of prolonged service disruptions and the loss of critical information if on-premises servers in Ukraine are destroyed.

If your company’s IT infrastructure runs on on-premises servers located at your own facilities or in data centers in Ukraine, and you want to protect your business and client data from further russian attacks, contact Innoware’s specialists by phone at +38 044 490 22 20 (UA) or +1(302)4672024, or by email at info@innoware.com.

We will estimate the cost of migrating your IT infrastructure to Microsoft Azure, carry out the migration project, set up data backups and ensure your services continue running during the migration process.
