Additional voucher round announced: financial assistance to help small businesses migrate from russian software to Microsoft Dynamics 365 Business Central

IT Ukraine Association, in partnership with the German Federal Company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, announces an additional open call under the pilot program “Digital Transformation Vouchers for MSMEs”. The initiative aims to support the digital transformation of Ukrainian small businesses by providing non-repayable financial assistance for replacing high-risk russian software, such as 1C/BAS, with modern ERP systems.

In 2025, more than 6,000 cyber incidents were recorded in Ukraine, nearly one-third more than in the previous year. One of the key cybersecurity risks remains the use of russian software, particularly 1C and BAS, by Ukrainian companies. For Ukrainian micro and small businesses that recognize the risks associated with using hostile software and want to operate in the world’s most widely used ERP system Microsoft Dynamics 365 Business Central, the “Digital Transformation Vouchers for MSMEs” program provides an excellent opportunity to receive financial support for migrating from russian accounting software to package solutions developed by Innoware: IW Finance+, IW Trade and IW HR&Payroll.

Package solutions IW Finance+, IW Trade and IW HR&Payroll, developed based on Microsoft Dynamics 365 Business Central specifically for small and medium-sized businesses, are preconfigured solutions that can be used immediately after installation. Fully adapted to the needs of Ukrainian SMBs, package solutions enable companies to manage their operations in compliance with Ukrainian accounting and tax regulations.

All package solutions combine the standard functionality of Microsoft Dynamics 365 Business Central with Innoware’s localization solution, enabling companies to operate in compliance with Ukrainian accounting and tax regulations.

Selected participants will receive vouchers to support the implementation of new software worth up to approximately UAH 121,000 (inclusive of all taxes and fees).

The voucher covers:

• deployment of Innoware’s preconfigured solutions available on the Business Digital Solutions Marketplace: IW Finance+, IW Trade and IW HR&Payroll;
• Microsoft Dynamics 365 Business Central license costs;
• Innoware Ukrainian Localization license costs;
• consulting services for the initial configuration of Microsoft Dynamics 365 Business Central;
• video training materials to help users learn how to work with the new solution.

The program is open to micro and small enterprises that are officially registered in Ukraine as legal entities or sole proprietors (Group 3), have been operating for at least two years, and operate in sectors with high export potential and added value:

• Food industry (processing and manufacturing)
• Woodworking and furniture manufacturing (deep processing)
• Light industry (textiles, clothing, footwear)
• Electronics and instrument engineering
• IT companies (developers of their own products or service exporters).

Additional eligibility requirements include the absence of sanctions-related risks and tax liabilities. To ensure the successful implementation of the ERP system, applicants must also assign a dedicated internal team, have the necessary technical infrastructure in place and be prepared to co-finance ongoing software support after the voucher period ends.

Applications will also be evaluated based on the companies’ commitment to social responsibility, including:

• women-owned businesses or companies where women hold more than 50% of leadership positions;
• veteran-owned businesses or companies that actively employ veterans and internally displaced persons;
• relocated businesses.
