24.10.2023, the Verkhovna Rada of Ukraine submitted a draft Law of Ukraine No. 10186 “On the Prohibition of the Sale in Ukraine of Software (Electronic Supplies) for Tax and Accounting, the creation of which used the program code written in the language of the aggressor country.”
Draft Law No. 10186 provides for a ban on the sale of software created using software code written in the language of the aggressor country on the territory of Ukraine.
The author of this draft law is Zablotsky Maryan Bogdanovich – Ukrainian politician, public figure and economist. People’s Deputy of Ukraine of the IX convocation.
In the explanatory note to the draft law № 10186 stated that the national security and defense Council of Ukraine adopted a decision on April 28, 2017, on the introduction of personal special economic and other restrictive measures (sanctions) on software products developed in russia. This decision included a ban on the sale of such software products in Ukraine.
The use of the software of the aggressor country creates a real threat of violation of the confidentiality, integrity and availability of data that circulate in automated systems.
The adoption of the proposed bill will further strengthen and improve the sanctions policy, minimize the damage from the aggressor country to its national interests in the field of IT services, make it impossible to circumvent sanctions and accelerate the overcoming of total dependence on software products for tax and accounting, when creating which the program code written in the language of the aggressor country was used and users switched to other Ukrainian or international alternative software solutions.
